I’ve been meaning to post this for a while… This is “Justice” by my father Archibald “Arch” Garner. Of his several public works done during the 30s and early 40s, this is my favorite. Isn’t she lovely?
Commissioned by the Section of Fine Arts of the Treasury Department for the Fresno (California) Federal Building and Post Office, it was done in 1939-40.
Modeled in terra cotta, cast in plaster of paris for final finishing, and then cast in fine concrete, the casting included the slab against which the figure is placed. The entire slab was then incorporated into the concrete wall of the building. The scales were carved into the “green” concrete immediately after it had set. The figure is 9 feet tall. This photo is probably of the plaster model or of the maquette.
